National Preservation Housing Partners
National Preservation Housing Partners is owned by Andrew Delman and is based in Deerfield, Illinois, a suburb of Chicago and is
exclusively focused on the purchase, rehabilitation, and preservation of low-income, Section 8 housing. In 2011, NPHP was formed to expand
Mr. Delman's preservation activities. Mr. Delman has been in the real estate business focusing on various forms of Senior housing
since 1987. He is the Principal General Partner and majority owner of 38 low-income, senior, Section 8 housing properties in: Illinois,
Arizona, Pennslyvania, Indiana, Massachusetts, Maryland and Kentucky. Each of these properties have been purchased and rehabilitated and Mr. Delman has extended
the low income restrictions for as much as the next 30 years.
Mr. Delman was instrumental in the HUD legislation that allowed the redevelopment and recapitalization of Not For Profit 202 HUD projects
as well as the preservation and extension of expiring HAP contracts. Mr. Delman's past experience in real estate investment and mortgage
banking, as well as the past 24 years as a principal owner, has led to the development of unique financing structures that insure
rehabilitation and secure long term protection for these projects. The preservation financing has included the use of:
- FHA/HUD Long Term Financing
- Tax Exempt Bonds (Market Issued and Direct Placement)
- Low Income Housing Tax Credits (LIHTC)
- FNMA
- Conventional Market Financing
- CRA Lending
- State Agency Financing
Other than the syndication of LIHTC, Mr. Delman has invested his own equity and that of his partners with no institutional equity
participation. Mr. Delman has originated and financed in excess of $300,000,000 of first mortgage debt for his properties. Mr. Delman
has been recognized on a local and federal level by HUD and various State Housing Authorities for his efforts and commitment to the
preservation of Section 8 projects and has been asked regularly to participate and speak to industry groups as well as regular
"teaching" sessions to HUD employees and managers at various HUD offices.
Andrew Delman was born and raised in the Chicago suburbs. He attended Boston University and the University of Texas. He began his
real estate career in Los Angeles working for a developer of independent, assisted and full nursing care facilities throughout the
county. He returned to Chicago to reposition a real estate portfolio for a private family. In the early 1990s, Andrew worked for KPMG
Peat Marwick in the real estate and hospitality consulting. He was offered a position with a mortgage
investment banking business where he honed his skills in finance. In 1998, Andrew combined his experiences and skills and began
purchasing, rehabilitating and operating low-income senior housing. He and his wife, Elissa, have two sons and have been married since 1993.
He is an avid golfer and hockey player. Both Andrew and Elissa participate in local charities and serve as active members on various
boards and committees. Andrew regularly consults
to Not For Profit housing initiatives and serves on various committees for National Leased Housing Association, Congregation Hakafa and
the Deerfield High School Hockey Foundation. Elissa, Andrew, and their children contribute both time and resources to several
charities within their extended community.
